I'm assuming it's supposed to look like ice, but what's shown definitely does not look like PS4/Xbox One graphics.

Agreed, this will definately look the best on PS4 & Xboxone compared with last gen systems.
Unreal engine 3 is used for MKX, well a extremely tuned version of it (NRS has stated)
In my honest opinion this looks like really good, THOUGH if you want to see the best looking fighting game ever made, look out for Tekken 7, its made on Unreal Engine 4 and will be something we havent seen yet atleast not in fighting games.
Sadly I wish MKX was made with the UE4 but this will most definately do as well.
Also im guessing his "Unbreakable" mask is a omage to MK DA and MKD? As it seems pretty similar.

Pretty much every mask Sub-Zero & Tundra have worn since Deadly Alliance has been some variant of the cryomask.
